Kautilya Arthashastra Punishment
In order to control the king's ministers, priests, generals, princes, etc., who are subordinate to the king or who are in league with the enemy, the king has to hire secret agents and get the work done by the enemy. Apart from this, it is beneficial to bring the friends and relatives of the workers who have become hostile towards him for some reason to his side. Slaves and maids or servants can also be used for this purpose. Prostitutes, prostitutes, sorcerers, concubines, etc. can help in this work. One way can also be to cause conflicts between ministers who are involved in public debauchery.
A forgiving king can use the policy of punishment against his own and his enemies through silent and secret methods without any fear for the present or the future.

In any situation, it is the king's duty to increase his treasury. But it is not appropriate to oppress the people by increasing the tax. In all the areas where there is heat and drought, tax should not be collected. In addition, the king should help the farmers of that area by providing them with bread, animals and cash in order to establish new public posts.
It is the duty of the king to collect a quarter of the crops produced and half of the wild, bread, cotton, laksha, pat, karpas, wool, silk, medicines, etc. as tax. It is forbidden to sell these things without the king's order.

The tax should be collected only once a year. If the tax does not increase in this way, then the collector should collect money from the citizens for some special purpose. The rich should help the king by giving money themselves. Those who do not do this should be publicly condemned. The king should honor all the rich who help the king.
The job of the head of the temple is to collect the money of all the gods of the country and present it to the king. The head of the gods at any famous pilgrimage site can apply to deposit money in the treasury. But the amount of money in the treasury should be increased through proper methods. So that it can be spent in the interest of the people at the right time.
Maintenance of the servants
It should be the king's duty to spend one-fourth of the income earned from the fort and public office on the ministers, priests, etc. who are engaged in royal work. If more money is available, then the king should do so. The king should always be careful about his income and expenditure. He does not show any cruelty in the work of the gods and the protection of the nation and the welfare of the people. If they are appointed according to the importance of each work and paid accordingly, no one will be dissatisfied. They will work diligently.
If the civil servants die while working, their wives and sons will be the beneficiaries of their salaries. In this way, the condition and salaries of permanent and temporary employees should be looked into.
Use of vassals
Ministers who are skilled in worldly affairs should take refuge in the king's well-wishers. The king, endowed with good qualities, must be advised by his vassals at the right time. It is not good to speak untruthful and false things to the king indirectly. One should maintain decency while joking. It is not a bad idea to request the king to obtain any jewel.

The Samaharta of the state should separate the expenditure while showing the income of the king. The details of all external and internal works should be presented in detail. A king who is addicted to hunting, gambling or women should try to keep him away from these addictions. The king should be made aware of the news of the Shratu in between.
The Samaharta should keep an eye on the king's instructions. When it is convenient, he can discuss and consult with him on any matter. To know whether the king is happy or unhappy, it can be guessed by looking at the shape of his face. Keep those signs in mind and the reasons for his happiness or dissatisfaction can be guessed. In this matter, the king's followers should also look in this direction.
Unfavorable countermeasures and reasons for wealth
If there is information about the conspiracy of any enemy, then he should consult with the king's loved ones and take the opportunity to meet the king every two months. On the other hand, there is such a stone among the people that the people live in the sight of the king. Arrangements can be made for a man to be dressed as a king and have him appear before the people.
When the king dies, the most important prince should be anointed and he should be made to stand before the people. Or, the wise man mentioned in the last chapter should remove the king's troubles.
Foreign Affairs
If a king is dissatisfied with this kind of coronation, then the minister should send him this message and say, "The prince is now unfit for royal affairs because he has not reached the age of majority. Therefore, let us declare you the king of this place." When he comes, he should be arrested by some means or, if he thinks fit, killed. Otherwise, he should be deceived and made to follow his own path.

If the king dies in an enemy's country, then the minister should arrange for the safety of his kingdom's treasury and army and go to the enemy's country to establish friendship with the king there. He should anoint a very capable prince and prepare for war. If in the meantime any enemy attacks the kingdom, then he should prevent his danger according to the rules of the next chapter. The kingdom ruled by the minister is not considered to be legitimate. Therefore, it is right to say that the prince should be the one who inherits the throne.
The minister should make special arrangements for the minor prince and the princess. When the prince becomes an adult, he should act accordingly. If the prince declares his innocence, then the minister should resign his position, but he should resign his position after making appropriate arrangements for the safety of the king.
