A king aspiring to take control of an enemy city can excite his own side and confuse his opponent by flaunting his omniscience and the subject of the meeting with the gods. This work can be carried out by spies who are philosophical, divine, poetic, mythological and social in nature in all countries.
Taking advantage of financial and food shortages, helping the enemy king's subjects in all kinds of ways brings success in the work. If there is fear of enemies, famine, oppression of the enemy, attacks of wild animals, etc. in the country, the people of the city should rebel against the king.

A spy dressed in a bald head or ascetic disguise will take up residence in the enemy's capital by calling himself a mountain dweller and taking his disciples with him. His disciples will invite the ministers to visit the ascetic. During the meeting with the king, the spy dressed in a disguise will come to know about the king's lineage. After somehow charming the king, the spy will kill the king when he gets a suitable opportunity. By using such and other means, the king is subdued and thrown out of his fortress or killed.

The king, who is eager for victory, becomes angry with his trusted chieftain and expels him from the kingdom. He joins the enemy and works among the spies for the benefit of his country.
By making a false friendship with the enemy king, his ministers are despised and dismissed. All those ministers will send a charter to this new king to try to do something that his king will be pleased with. When the enemy's messenger comes to Biligisu, he will threaten him because his king is dismissing his ministers. That minister will go to the enemy country and help his king in every way with the help of spies.

Biligisu captures the fortress of the enemy by destroying the enemy's finances and killing his ministers. He takes advantage of the opportunity to bring the enemies to his side and kill them. When there is famine or some divine disaster in the country, the enemy's fort should be besieged. Special attention should be paid to the means of capturing the enemy's fort. It is easier to bring the king under the control of the Punishment and the Atavikas. One should always beware of the accomplices of the enemy. Upajapa, Apsarpa, Vamana, Payurpasana and Abmarda – these five methods are helpful and successful in capturing the enemy’s fortress.

Vijigisu can be in two ways. He can get forests, mines, villages, etc. His gains are of three types – Natuna, Praktana and Pitraya. After getting new gains, he should make the enemy’s faults into silver with his own qualities. He should pay homage to the newly acquired kingdom in the same way.
If the descendants of the enemy king try to obstruct him, he should please and pacify him. All the faults of the previous king due to which the country fell into the hands of the enemy, those natural faults should be removed and his qualities should be strengthened. The faults of the father due to which the country was captured by the enemy should be avoided and he should succeed. If there is any good quality left in the father, he should be turned to stone.
