Philosophy of Kautilya

This scripture contains fifteen verses, one hundred and fifty chapters, one hundred and eighty verses and six thousand verses. It is comprehensive and contains the elements of economics in such a way that everyone can easily and simply understand it and there is no room for doubt.

The Vidyas are of three types - Anbishika means related to Adhyam, Tari means farmers, Jaja and Sam, Barta means agriculture, commerce etc. and the fourth is Sanaviniti means Rajvidya.

In the view of Aakya Debarya, there are numerology, scriptures and folk scriptures. Dharma and unrighteousness are considered in Tari Vidya, meaning and injustice in Barata Vidya and justice and injustice in Punishment.

Rugveda, Yarjuveda and Samveda are called Tari. Atharvaveda and history etc. are also called Vedas. I Shishak, Kalpa, Vyakaran, Nirukta, Chandobichiti and Astrology are counted as Vedas. The religion described in the Tari is the welfare of the world by keeping the Urity Varna and the Spurti Ashrams controlled by their own religion.

The religion of the Brahmins in Spuriti Varna is – study, chanting, yajna, giving and receiving. The religion of the Kshatriyas is - study sacrifices, earn a living by weapons and protect all living beings. The religion of the Vaishyas is – study, sacrifice,

Charity, agriculture, animal husbandry and trade and the religion of the Sudras are love of clans, conversation, crafts and dance-singing etc.

Thus the religion of the shepherds is - to live according to their religion, marry into the Maman tribe and have children. Giving alms to devotees and devotees, eating unleavened bread etc.

The religion of celibacy is - self-study, agnihotra, bathing and almsgiving, wonder and service to the gurus.

The religion of Banprastu is - observing celibacy, lying on the ground, wearing deer skins, agnihotra, bathing three times, worshiping the guests of Lord-Peter and eating wild fruits.

The religion of sannyas is - restraint of the senses, renunciation of karma, celibacy, association, almsgiving, dwelling in the forest, external and internal development in mind-talk-action.

The general religion of all Varnas and all Ashramas is non-violence, truth, purity, fairness, compassion and forgiveness.

One who practices svadharma attains heaven and eternal bliss. But he who violates them is always destroyed by karmasankara and varnasankara.

Therefore, the duty of the king is that he will not allow all beings to be averse to svadharma. The kingdom of a king whose subjects are firm in their religion lasts forever.

Only punishment can satisfy these three things: the observer, the star, and the message. It also provides for the impossibility of penal punishment. Protecting what is received increases security and increases use in the appropriate container. Therefore, the king’s CA will always be ready to punish.

People respect him. But the king who punishes justly and the subjects are moved by severe punishment, the king who punishes severely becomes revered.

Binya is of two types, earned and natural. It is absolutely necessary to follow the rules prescribed by the sages of various sciences.

Only a king endowed with knowledge can free his subjects from sin. Kings who indulge in the selfishness of such sentient beings can enjoy this beautiful earth

Conquering the senses is due to knowledge and modesty. Whether a king or an emperor who conducts himself unscripturally and does not control his senses, his downfall is speedy.

Kings who did not restrain their senses have lost their friendship and kingdom.

The appointment of ministers and ministers should be subject to the dignity of the king. Then all those miracles and ministers saved the king from going astray. The king's cabinet is run by colleagues, so the king must appoint CA secretaries and pay attention to their correspondence.

According to Bhardwaj, the king should appoint his secretary from among his classmates. Therefore, people of equal religion and virtue should be appointed as secretaries by the king. In the opinion of Aga Parashar, those who are loyal to the king should be appointed as secretaries.

The creditor said that the king should appoint whomever he thought worthy, efficient and suitable to the post of secretary. The idea of the qualities of the minister - that king should be born in the country. They become lethargic, thin in size and weak in blood.

The same is said about the appointment of priests who are noble, well-educated, familiar with the Vedas, skilled in jurisprudence and able to avert divine and human calamities by Arthava-Vedoja mantras.

Ministers and secretaries should be appointed to an ordinary post first and after completing his examination he should be appointed to a higher post. Priests can help them in this. Captains, officers, ministers or secretaries should be appointed only after careful scrutiny.

The class of spies includes the hypocritical scholar, the indifferent monk, the homely ascetic, the well-known scripture reader, the brave, the poisoner and the beggar.

The appointment of spies should not be made only for the subjects, but also for the Mahamatya, the royal priest, the prince, the official of the royal hostel, the prison officer, the chief justice, the captain, the chief magistrate of the city court, the chief inspector of the machinery, the chairman of the council of ministers, the court officer, the fort guard, the border guard and the forest guard.

For this, the cook, the meat preparer, the bather, the body massager, the bed maker, the barber, the waiter, the water bearer, the crook, the dwarf, the black, the fool, the blind, the dancer, the singer, the orator, etc.

Such spies should have knowledge of the subject of the legend. The king should keep the pleased subjects under control with money and honor and the displeased with honor and respect.

The consultation should be held in such a place where not a single word comes out, even an animal, bird, dog or other animal can reveal the secret of the conversation.

According to the opinion of the expert, instead of consulting with each minister separately, it is beneficial to sit down and consult with three or four ministers together, but not more than this. According to the country, time and work, the king should consult with one or two ministers or, if necessary, take his own decision.

It is not advisable to keep in the council of ministers all the ministers whose politics are not known in the scriptures.

There are three types of angels - Nisirtha - those who possess all the qualities of Amatya, Avyasa - those who possess one-fourth of the qualities of Amatya, and Yasirtha - those who possess half the qualities of Amatya.
